Does rotating reduce image quality?
No — pixels are simply repositioned, not resampled, so there's no quality loss beyond the usual JPG re-encode if your source is a JPG.
Can I rotate by a custom angle, like 15°?
This tool supports 90°, 180°, and 270° rotations, which cover the common 'sideways photo' case. Arbitrary-angle rotation isn't supported yet.
